Four years in, CPD has reached full compliance with only 5% of the paragraphs the independent monitor tracked. In the latest report, the monitoring team noted it continues "to have significant concerns regarding the CPD's commitment to have constitutional policing and reform efforts lead its crime-fighting strategies."
