The average state's voters would have 2.99 electoral votes per million voters, right between the power of voters in New York and Georgia. At one end of the spectrum, voters in Massachusetts would have less than two-thirds of that influence over the Electoral College. At the other end, voters in Wyoming would have more than twice the average power.
