The use of introduced placeholder measures soars

Over the last decade, Oregon lawmakers have dramatically increased their use of placeholder bills in odd-year "long" legislative sessions. From roughly 1% of bills introduced in the 2015 legislative session, placeholders this year accounted for nearly one-fifth of all bills lawmakers filed.
