Safety and cultural concerns are often cited as reasons for why rates of bicycling are lower for women than for men in many places. From a safety perspective, women may be especially deterred by a lack of protected facilities and by concerns over harassment; cultural factors such as gender roles in work and overly masculine bicycling cultures can compound these issues further. From this perspective, a particularly low rate of women cyclists can be seen as indicative of limited provision of safe bicycling facilities, and potentially a non-inclusive local bicycling culture.
