Figure compares an index of economic distress (formed by poverty rates, home prices, income and poverty changes, and educational attainment) for Census tracts designated as Opportunity Zones versus qualifying low-income communities not selected. The index is a ranking of each states’ tracts; the interpretation of the chart is the difference in percentile ranks between selected and not selected tracts (higher ranked tracts are more distressed).
