Fewer Canadian filings, more use of premium processing

Two stacked bars show 1,455 Canadian P-2 petition IDs in 2024 and 1,078 in 2025. Regular processing fell from 1,006 to 461; premium at filing rose from 235 to 409; upgrades changed from 214 to 208.
