States' federal discretionary grants per capita, 2021-24

Over the four years from 2021 to 2024, Wyoming received among the lowest per capita levels of discretionary federal grant funding among the states. One reason was the time-consuming process, which small town governments aren't designed to handle.

A map shows which states received the most per capital in federal discretionary grants. Those near the bottom, around $7,000 per capita over four years, include Wyoming, Utah, Kansas, Texas, Florida, Georgia, South Carolina and Tennessee. The highest per capita levels went to Alaska, at $27,000, and then New Mexico, Louisiana, Kentucky, West Virginia, Vermont, Maine, New York and Oregon, all $15,000-$18,000.
