Minnesota has two types of state income tax incentives for people who contribute to a 529 college savings plan. In 2018, the subtraction, which benefits higher-income filers, cost the state an estimated $4.4 million, almost $2 million more than the Department of Revenue expected. The tax credit, which is more advantageous for low- and middle-income filers, cost $2.1 million less than expected.
