Long before the pandemic, low-income, nonwhite school districts enrolled more than six times the number of students served by low-income, white districts. However, low-income, nonwhite schools receive nearly $1,500 less per student on average than low-income, white districts. As states and school districts face a budget crunch ushered in by the health crisis, this disparity is worsening.
