States with the most disproportionate share of Native children in foster care

Though four other states have larger American Indian/Alaska Native children populations, Minnesota has the highest disproportionality rate — the biggest mismatch between overall population and foster care population.

Created from the 2019 NICWA Disproportionality in Child Welfare Fact Sheet. The disproportionality rate compares the population rate of AI/AN children in a state, including AI/AN children both on and off tribal lands, to the rate of AI/AN children in that state foster care system.
