“Banned” states have so-called trigger laws intended to take effect now that Roe is overturned. “Restricted” states have passed laws since 1973 that are no longer unconstitutional without Roe. “Could be restricted” states have laws from before 1973 that could go into effect. “Protected” states currently have laws that protect the right to abortion.
