Low Use of Mail Ballots in Low-Income Neighborhoods

Philadelphians in low-income neighborhoods are far less likely to request or use mail ballots than residents of wealthier neighborhoods, according to an Inquirer and ProPublica analysis, despite a 2019 state law that makes it easier to vote by mail.
