NOTES: Each county's take-up rate -- the percentage of eligible households participating in the EBB program -- was calculated as a fraction of the number of households enrolled in EBB out of all households living in poverty. The denominator is based on the California Poverty Measure (CPM). The CPM captures most of the criteria that make families eligible for the EBB,but does not include factors such as losing income or a job during the pandemic; it may underrepresent the number of eligible households. For this reason, the take-up rate can be thought of as an upper bound or a maximum reasonable estimate. Get the data Embed
