Which states are eligible to begin re-opening?

Under the current White House task force guidelines, states with a 14-day decline in new cases (shown in green below) may be eligible to consider loosening restrictions. That said however, in addition they are also supposed to have adequate testing and contact tracing systems in place.

Map shows % change in "New cases" for the week of April 20-26 compared to the period 14 days earlier (April 6-12). Negative numbers (e.g., NY is -30%) are good; positive numbers (e.g., Illinois is up 40%) are bad. Note that an increase in new cases could theoretically simply be a consequence of increased testing within a state.
