County-Level Rates of Black Youth Undermobilization in Georgia

For each county in Georgia, the percentage of Black youth (ages 18-29) who were "undermobilized" in 2020's general election; meaning, the number of registered Black youth who did not vote divided by the total Black youth registered in each county.
