California now has the second-lowest mass shooting victimization rate among the most populous states

NOTES: Shooting incidents that leave four or more people injured or dead constitute mass shootings. Victimization rates include injuries and killings. State populations are as measured in July 2020. Minimums and maximums reflect the lowest and highest annual rates between fiscal years 2016 and 2025. Averages are over all years. The October 1, 2017, mass shooting in Las Vegas, Nevada, is an extreme outlier, with nearly five times as many victimizations as the Pulse Nightclub attack in Florida. To avoid overstating Nevada's averages, the numbers of injuries and killings for the October 1 attack were set to 2019 averages.
