Croatia's former quota-based system for regulating work permits for third-country nationals was replaced in January 2021 by a market test system under the new Aliens Act. This change aims to ensure that no unemployed Croatian or EU citizens can fulfill the job requirements before issuing permits, except for occupations with a significant and permanent shortage nationwide.
