Proportion of households 'burdened' by housing costs

More than one-third of all households in the Virginia Beach-Norfolk-Newport News metropolitan area spend 30% or more of their income on housing -- the U.S. Census Bureau's definition of being "cost burdened." Among the 19 localities that make up the metro area, the proportion ranges from about 40% in Norfolk and Portsmouth to 22% in Southampton County.
