Cities hit hardest in wave 1 remain similar to those in wave 2, with some noteworthy differences

Confirmed COVID-19 cases in wave 1 vs. wave 2 per 10,000 people in Massachusetts' 100 largest cities and towns, and the state as a whole. Increase in tests administered measures change from July 22 (when data were made available) to November 18.

Wave 1 is defined as April 22 to June 10, Wave 2 is defined as September 30 to November 18 (based on a 7-day rolling average of COVID-19 cases and availability of analogous data).
