Note: Unlike many federal agencies where funds are appropriated on a programmatic basis, DFC's FY25 budget request included $763.4 million for funds that could be flexibly allocated among credit subsidy, equity, technical assistance, and other programmatic activities. This request is roughly consistent with FY24 funding levels, and this chart analyses the historical use of DFC's flexible discretionary resources for the agency's equity program.
Assumptions: (1) DFC equity discretionary resources held flat from FY24–FY26 due to capacity, available appropriations, or policy decision. (2) If average portfolio / asset-level subsidy costs are determined to be ~50%, this would enable DFC to borrow the other 50% from the Treasury General Fund (i.e., enabling 2X increase in available funding for equity investments).
