The "legal only under certain circumstances" view has been the top view throughout the trend, with a high of 61% in 1997 and a low of 44% in 1995 and 1999. Since 2014, the percentage holding this view has varied from 48% (2021, 2022) to 56% (2019). The "legal under any" view has consistently been in second place among independents, with a trend high of 40% in 1990 and a low of 21% in 2009. The current 36% reading ties the 2022 reading for the high since 37% in 1995, and is an increase from 24% in 2019. The "illegal in all" view has varied in a narrow range, mostly from 10% to 20%, with a low of 7% in 2001 and a high of 23% in 2020. The current 11% reading reflects a steady decline in the percentage holding this view (to 17% in 2021 and 13% in 2022).
