Can money buy a school board seat?

Since 2012, money from political action committees has flowed heavily to IPS school board races — particularly from groups such as the Indy Chamber, RISE Indy, Stand for Children Indiana, and the teachers union. The majority of candidates who raised more than their opponents won their races.
