Under the Zero Emission Vehicle policy, automakers must make a certain number of electric vehicles available in Colorado to help the state meet its air-quality goals. Starting in 2023, when Colorado's ZEV mandate would take effect if it adopts the program, about 4.9% of new car sales in the state must be zero emission vehicles.
