POD footage not downloaded for many unsolved street crimes

Analysis includes unsolved 2023 crimes that occurred on streets or sidewalks. A single crime incident can have multiple victims. Shootings include all non-fatal incidents in which someone was shot, regardless of any additional crimes. A crime was considered tied to a POD if its case inventory lists a POD video or if a POD video was downloaded within an hour before or after the crime for the same type of crime in the same beat.
