AVR is signing up unregistered voters at the highest rates in rural counties

More than 350,000 new voters have registered to vote through Pennsylvania's automatic voter registration system since September 2023. This map shows how many new voters AVR added in each county as a share of the estimated number of eligible but unregistered voters each county had when the program began.

The numbers in this map do not exactly match those in the Pennsylvania Department of State's public AVR report. Our analysis was conducted based on the state voter file, which excludes people who registered to vote but were subsequently removed or had their information redacted for safety reasons. Each county's estimated eligible but unregistered voter population was calculated by subtracting the county's total registered voters as of the week AVR was implemented from the U.S. Census Bureau's 2023 estimate of the county's citizen voting age population.
