Low: 0-9.99 cases per 100k or 0-4.99% positivity rate
Moderate: 10-49.99 cases per 100k or 5-7.99% positivity rate
Substantial: 50-99.99 cases per 100k or 8-9.99% positivity rate
High: 100+ cases per 100k or 10%+ positivity rate
