Note: The percent of departures within any year is based on the number of departures divided by total “A Team” positions. The number of “A Team” positions (“N”) varies across, but not within administrations. Year one turnover in the Biden administration was 7.6%, rounded to 8%, which distorts the cumulative total (43/66) of 65%.
