Hunting licenses down from 1990s among VT residents

The state of Vermont issues multiple types of licenses for hunting: annual, 5-year, permanent and lifetime licenses. Permanent and lifetime licenses weren't tracked until 2017, when the state began to require licensees to get their license "reprinted" yearly.
