Eleven local police departments in Pennsylvania have had at least five appeals filed against them through the Office of Open Records since 2020. Appeals against police departments made up 10.5% of all appeals involving local agencies in 2021.
The Philadelphia Police Department has had 81 appeals filed against it since the beginning of 2020. The West Chester Police Department had the next highest count at 14, while the other nine local law enforcement agencies had between five and eight appeals filed against them.
