Note: This data primarily reflects single-family market rate and income-eligible utility programs for existing buildings. We excluded multifamily and new construction program expenditures given the lack of clarity and consistency of the program data. This analysis also excludes Baltimore Gas & Electric (BGE): while BGE does invest in gas ratepayer efficiency, its historical program data is reported only on a statewide MW/MWh basis.
