Cutting taxes for the rich, slicing revenue for public spending

Of the states that cut individual income taxes in the past two years in ways that largely benefit their wealthiest residents, 13 produced estimates of the revenue impact. All told: a more than $10 billion hit in the 2023 and 2024 fiscal years.

* Kentucky, Oklahoma, Georgia, Idaho, and Montana produced estimates for only one of the two fiscal years. Some states' estimates represent the impact of multiple laws cutting income taxes from 2021-2023. Some states published estimates that include the impact of cuts to additional taxes, such as corporate income; those states are not listed here, but they forecast revenue losses from the combined cuts of more than $3 billion in fiscal 2023 and 2024.
