Of more than 10.7 million payday loan transactions in California in 2017, about 83 percent were repeat transactions by borrowers who had already taken out at least one loan. About half were new loans taken out the same day as a customer paid off a prior loan. Federal regulators have proposed eliminating a rule requiring payday lenders to assess a customer's ability to repay the loan.
