State and province-specific tax rates for Canada, Mexico and the United States are included in the calculations. It is assumed that fuel excise state-level tax rates followed the same trend as federal-level tax rates in the United States and Canada (i.e. did not change in current terms), as well as in Mexico for state-level carbon tax rates.
