HPD incident reports labeled "Suspended - Lack of Personnel"

HPD data shows "Suspended - Lack of Personnel" code was used 15 times from 1986 through 2013. It was used a few hundred times in the next few years. HPD Chief Troy Finner said he believes the code was first used in 2016. HPD chief says he has instructed staff to stop using it. Still, earlier this year the code was used 3,968 times.
