Puerto Rico established a 2022 deadline but was omitted from this analysis because they do not track English learners’ progress, but rather they have a “Spanish learners” subgroup since Spanish is the language of instruction. Additionally, since 2023 ELP scores have not been released as of the writing of this blog, this table reflects 2022 data for states that had 2023 as their target year. Those states are Alabama, Indiana, New Jersey, and Wisconsin. Indiana did not report a baseline in their ESSA plan. Lastly, data for New Mexico and New York could not be found and verified.
