In 1996, Mayor Richard M. Daley promised the families living in the 3,606 public housing apartments in Cabrini-Green they could all return after the city finished rebuilding. But now only a fraction of the apartments have been replaced, and many of those are studio efficiency units too small for many of the families who were kicked out.
