CT Partnership Plan has a tough year financially

Connecticut's health insurance program for municipal and other non-state, public-sector employees paid out more in claims than it collected in health insurance premiums in the last fiscal year, which ended June 30, 2025. But the program largely has run in the black after its first two years.
