Democrats Regained Some Ground In White Working-Class Cities

Hillary Clinton's performance in 2016 was more than 10 points worse than Barack Obama's in both Lackawanna and Luzerne Counties, and nearly 6 points worse in white working-class cities statewide. Joe Biden made up some of that ground, flipping back urban white working-class areas as a whole, but that wasn't good enough to win Luzerne County.

Change in Democrats' two-party vote share

White working-class urban areas are voting precincts defined as having more than 2000 residents aged 18 or older per square mile, a majority-white adult population, and fewer than 40% of adults with college degrees. These areas comprise 44% of the voting-age population of Lackawanna County, 28% of the voting-age population of Luzerne County, and 20% of the voting-age population of the state.
