Since 2015, the League of American Bicyclists has recommended that every state spend at least 2% of their federal transportation funds on bicycling and walking projects. This amount reflects Congressional intent from 1991. As of 2022, only 22 states spent at least 2% on biking and walking, the lowest rate of action for any of the League's 5 Bicycle Friendly Actions every state should take.
