Most revenue comes from excise taxes, also known as "sin" taxes. A smaller portion comes from manufacturer fees resulting from Minnesota's landmark 1998 tobacco settlement. Non-settlement fees are from manufacturers not involved in the lawsuit. The total collection from taxes and fees is about $772 million.
