Motor carriers and drivers may have been less likely to get an inspection in 2021 versus pre-pandemic years, yet when it comes to risk of violation in any given inspection, law enforcement had returned to where it left off in 2019 -- and then some. The national average violations-per-inspection measure was 1.6, a tenth of a point above the 2019 average. Arizona, Connecticut, Massachusetts, and Texas led the way with a four-way tie for first place at a whopping 2.8 average violations per inspection statewide in each case.
