Rural and remote parts of Colorado are seeing severe shortages of attorneys, creating what the American Bar Association calls "legal deserts" — areas with fewer than one attorney for every 1,000 people. Twenty-three Colorado counties, with 261,000 total residents, are legal deserts. There are four counties — Bent, Costilla, Crowley and Hinsdale — with no active attorneys living there.
