Data for all ELs is from 2018-19 and data for Black ELs is from 2015-16.
The share of ELs in Illinois was calculated using preK-12 enrollment data in the denominator, whereas the other states only include K-12 enrollment in the denominator.
The two states that overlap for the two groups of students are Massachusetts and Washington, DC.
