Exit Rate defined as the % of claimants "potentially eligible" for UI benefits for unemployment experienced in that week who are certifying for the last time prior to an exit. We define exits as going 2 consecutive weeks without completing a certification for benefits. Note that exiting UI does not necessarily mean an individual has gained employment.
