Europe allocated enough money to end poverty among Roma. Why are communities still excluded?

The EU has allocated tens of billions of euros to integrating Roma communities across Europe. On paper, the sums are staggering: if they were handed out to Roma people themselves, each family would receive several times what most of their fellow citizens earn in a year. In practice, most of this money appears to have vanished. Much of what can be accounted for, has funded projects that deepen segregation instead of reducing it.
