How Low Tuition Affected Enrollment

In fall 2018, NC Promise cut tuition to $500 for in-state students and $2,500 for out-of-state students at three of North Carolina’s public universities. All three institutions immediately saw big jumps in enrollment, though the pandemic has stunted that growth. Fall headcount numbers:
