Fountain Residential Partners has proposed to build The Hill at Fifth and Dinwiddie, a 260-unit apartment complex, on a two-acre parcel bounded by Fifth Avenue and Dinwiddie and Colwell streets. The Tito House and the garage behind it would have to be removed for construction.
