Vermont's underserved communities

According to the Agency of Administration, communities with a percentile score above 75% are considered "underserved communities," which would be prioritized for the new Rural Infrastructure Assistance program.
The "capacity score" refers to the town's capacity in government and administration, while the "needs score" measures the economic and social health of the community.

Note: Vermont towns with a population below 50 people were excluded from the agency's analysis. Sources to calculate the index include Census data, Grand List data, the Vermont League of Cities and Towns and the U.S. Dept. of Education.
