How much will Portland drivers pay after House Bill 3991?

Here's how much more a Portland car owner who drives 12,000 miles per year will pay annually under House Bill 3991. The figures below include increases to state gas taxes and registration fees (Oregon's biennial fee has been broken down into a yearly cost), and the addition of a new mandatory "road usage charge" for hybrid and electric vehicles. They also include a 10 cents per gallon gas tax imposed by the city of Portland, a 3-cent gas tax imposed by Multnomah County and a county biennial registration fee that works out to be $56 per year. Federal taxes are not included.
