The cuts at a glance

This chart shows the percentage drop in funding requirements and people targeted between 2025 and 2026, for three emerging categories of crises.

Hyper-crises: Cut 40% or less in either a) 2025 GHO target vs. 2026 GHO target prioritised, or b) 2025 GHO funding requirement vs. 2026 prioritised funding requirement.

Protracted crises: Cut between 40% and 50%.

Neglected crises: Cut by more than 50%.
Source: Change in funding requirement between the 2025 Global Humanitarian Overview (published in December 2024) and the prioritised numbers in the 2026 GHO (published in December 2025). The graph does not show "transition" contexts as some do not have funding requirements in 2026. Several plans are excluded due to a lack of comparable data.
